  1. Solar PV modules are connected to the protection devices
  2. From protection devises to junction box where all the cable from the solar panel are combined and a positive and negative cables are taken and connected to the inverter
  3. AN inverter is used to invert from DC to AC and then fed into the isolation transformer

  5. From the solar energy meter to the building power is supplied through interconnection port

Q. Am I entitled to pay minimum monthly charges even if no electricity is consumed?

Yes. The consumer have to pay minimum charges every month as prescribed in retail supply tariff & general terms and conditions of supply, even if no electricity is been consumed.

The customer should submit in writing describing the modifications/changes prior to making modifications or changes. The DISCOM shall review and respond within 45 calendar days of receipt of the customer’s proposal.

Yes. The various components of solar rooftop system shall meet the requirements of IEC/IS standards and also confirm to technical standards specified by MNRE/TRANSCO/DISCOMs. The documentary evidence of the same shall be furnished to the respective DE (Operations) before commencing the plant in to operation.

A meter, which is having the feature of recording both import and export values besides other parameters, notified by CEA metering regulations and (respective) TRANSCO/DISCOMs procedures in vogue. The meter is also allowed for arriving net energy for the billing period.

At the time of paying amount to the vendor, the subsidized amount will be deducted and paid to the vendor.

Net metering bills raised by DISCOM for the first 2 months since installation should be produced by the vendor for the release of subsidy. These bills should be countersigned by concerned DE (Operations) and respective District Manager of NEDCAP (AP)/TGNREDC (Telangana). Subsidy payments shall be cleared within 15 working days of receipt of such bills.

Q.What subsidies I can avail from the governments of AP & Telangana?

The subsidies by MNRE, respective state governments and any other subsidy relevant to Solar Panel based on net metering turnkey solution. The consumer has to pay only the remaining amount after deducting the subsidized amount.

 For example, for a solution costing Rs.100, if 30% from MNRE and 20% from respective state Govts subsidy is being availed, then the vendor should charge consumer only Rs.50 for installing the solution. Vendor should claim subsidy component from NEDCAP for AP state/TGNREDC for Telangana.

Q. How is the billing and payment done for the Net import or export?

  1. The consumer shall receive a net import/export bill indicating either net export to the grid or net import from the grid.
  2. In case of net import bill, consumer shall pay as per retail supply tariff to the concerned DISCOM. If it is a net export bill, then credit amount shall be carry forward to next month for adjustment against next month import bill.
  3. No interest will be payable on this credit forward amount. Net credit available in his account will be refunded twice in a year based on June and December Month bills of each year.
  4. Net Credit amount payable will be deposited by respective DISCOM in consumer’s bank account bearing a/c number provided by consumer at the stage of application, by June and December month end as the case may be.
  5. The amount payable for net export of energy will be based on APERC pooled cost which will be effective from date of establishment of plant to 7 years in accordance with the Govt., policy.

The nodal point of contact for solar net metering program shall be the local Divisional Engineer (Operations). The consumer can download solar net metering rooftop application from official websites of respective DISCOMs and submit the filled in application to the concerned Divisional Engineer/ Operation/ DISCOMs.

Mandatory safety precautions & features which shall be installed as part of rooftop solar system are:

  1. Certified Inverter controlled relays which can trip on grid failure and thus prevent any solar power injection to grid when there is no power in grid (Islanding of SPV generators)
  2. Solar Circuit should be separately grounded/ earthed.
  3. Additional switchgear/relay (sensing phase-angle shift) required as a second rung of safety. It shall be positioned between interconnection point and the bidirectional meter.
  4. Harmonics suppression/Filtering feature in the inverter for local network’s safety and for accurate measurement of energy.

The ‘Islanding of SPV generators’ feature have to be checked for its healthiness twice in a year. An insurance cover of Rs. 5,00,000/- per annum is to be provided by the consumer to meet the expenditure arise due to failure of protection system.

Entire circuitry including panels, inverter, CTs, PTs, bi-directional meters, cabling, manual switch, safety circuit breaker etc, will be installed by the vendor under a turnkey approach.

The cost of the system varies with the capacity and proximity to connect to the grid system which ranges approximately Rs.1, 10,000/ KWp.

1. A 3 phase (415Volts) supply service connection from DISCOMs.  However, consumer with a single phase supply service connection is also eligible for up to 3KW capacity.

2. A minimum vacant roof top area of 10 Sq. meter or 100 Sq. ft per1KilloWatt peak (KWp) of solar power generation  preferably of RCC (if not, roof strength is to be assessed to install PV modules).

    3. In case of an inclined roof with inclination towards south is preferred for maximum output.

Q. What are the steps involved in installing roof top solar power plant?

Step 1: Eligibility

A consumer who has a three phase connection and a vacant roof top are eligible. However, consumer with single phase supply service connection is also eligible for up to 3KW capacity. Depending upon the roof space and investment capability, consumer has to decide the capacity to be installed.   

Step 2: Application

The consumer has to apply for technical feasibility for installing the roof top solar power plant to the local Divisional Engineer (Operations). The application form should be duly filled and registration fee of Rs.1000 + service tax charges in the form of Demand Draft in favor of respective DISCOM is to be submitted at respective CSE/ICSE.

Step 3: Technical feasibility

The concerned Divisional Engineer (Operations) along with Divisional engineer (M&P) will conduct feasibility analysis of distribution transformer within 15 working days of the receipt of completed Application Form.  

Based upon feasibility study, approval shall be granted to the consumer for installation of solar roof top system. The consumer shall enter into agreement (executed on Rs. 10/- non-judicial stamp paper) with respective DISCOM in the prescribed format. The approval shall contain maximum permissible capacity of the SPV system and is valid till 6 months from the date of approval.

Step 4: Approaching the vendor:

After getting technical feasibility & approval, the consumer can approach approved vendors. As per the vendors experience, pricing and other factors, the consumer has to select a vendor for installing the roof top solar power plant in a turnkey approach.

Step 5: Inspection of equipment:

After the installation of rooftop solar power plant the consumer has to request Divisional Engineer (Operations) for inspection of installed equipment. The Divisional Engineer (Operations) & Divisional Engineer (M&P) shall see that all their safety and standard criteria are met.

Step 6: Installation and Calibration of Net meter:

After conducting inspection of the equipment of SPV system, the Divisional Engineer (Operations) shall make necessary arrangement for installation, calibration and sealing of bi-directional meter.

Step 7: Synchronization of SPV system:

After installation of Net meter, the Divisional Engineer (Operations) shall make necessary arrangements for synchronization of SPV system within 10 working days, provided the systems are installed as per the norms and standards.

Step 8:  Excess power generated can be fed into Grid:

Power generated through solar roof top system is utilized for self consumption and if any excess power is generated can be fed into the grid through net meter and the excess power fed to the grid will be paid to the consumer at a pooled cost in a half yearly  basis.

Net meter will record the net import or export to the grid.
